What changes in solar incentive rebates do you anticipate for 2013?

I have seen some solar installers offering 50% savings with rebates and some offering less. Are rebates the same for everyone? 

I own a business and am considering installing solar panels at my work place. I do not yet have solar at my home residence. Do you have any suggestions on where I should invest first based on incentives and overall savings?
